资源环境约束下江苏省出口贸易可持续发展研究
江苏省作为我国东部沿海的发达省份之一,多年保持着进出口额全国第二的水平。但是,在江苏省外贸出口迅速发展的同时,也明显暴露出很多问题:外贸增长方式以粗放型、数量扩张型为主,面临着巨大的资源和环境约束,受绿色贸易壁垒的影响越来越大。总之江苏省出口贸易的这种“三高一低”即“高投入、高消耗、高污染、低效益”的发展模式,已经对江苏省的生态环境和自然资源造成了很大的负面影响,也严重制约着江苏省对外贸易的健康发展。
因此,对江苏省在资源和环境约束下出口贸易的可持续发展进行研究和评价有着深远的意义。本文首先整合了与之相关的国内外研究文献,阐述贸易对环境影响的理论研究：然后结合江苏省出口贸易的发展现状,探讨了江苏省出口贸易可持续发展面临的挑战；进而从经济效益、社会效益和环境效益三个方面,进一步细体化成三级指标，对江苏省出口贸易可持续发展进行定量评价；最后,结合江苏省“十二五”发展规划纲要,以可持续性发展观为指导方针，提出适合江苏省节能减排和绿色出口贸易转型的发展模式。

Title Study on Sustainable Development of Jiangsu Export
Trade under Constraints of Resources and Environment
Abstract
International trade is one of the three methods to encourage the fast development of Chinese economy. It gives amazing contribution. As the development of international trade and Chinese economy, unsustainable and consumption activity has exceeded the natural environment’s sustainability, which results in the bad natural environment quality and threatens our human being. In face of the globally environment deterioration and energy shortfall, environment protection has become country’s one major topic along with peace and development. Countries all over the world start to consider more about how to keep economy and environment condition at the same time. Because they all know good natural environment has big influence on international trade.
As one of the most developed provinces along Chinese east coastal area, Jiangsu keeps ranking second in the amount of cargo import and export. However, at the same time, lots of problems stir people’s attention. The way it increases focuses on extensive mode of growth and expansion mode of quantity, which is limited by the natural resource. It cannot be called green trade. In Jiangsu, this kind of big investment, big consumption, big pollution and bad profit development mode has brought intolerable impact on the natural resource and environment. In the long run, it is also bad to the Jiangsu’s economy healthy development.
