摘要：随着社会经济的飞速发展，地方政府支出也逐步上升。随着分税制施行，作为独立经济个体，地方政府的税收收入也逐渐降低，不得不依赖于中央政府的转移支付，致使地方政府财政支出缺口不断增大。地方政府性债务主要用于支持地方经济发展所需的资金，制定合理科学的地方政府性债务，有利于当地经济的发展以及财政的可持续发展，而过度的举债也会造成地方政府债务风险，因此对地方政府债务风险的评估与监控具有重要的现实意义。76892

本文以江苏省为研究对象，从理论与技术两个层面入手，深度探讨地方政府性债务风险问题。当前，对于地方政府性债务相关问题的研究，主要集中于对造成债务的原因以及债务涉及范围、债务风险等方面，本文通过建立了债务评价指标，希望通过以江苏省为研究对象对于全国地方政府性债务风险的预警有一定借鉴作用。

Evaluate and monitor local government’s debt risk-In Jiangsu Province

Abstract: With the rapid socio-economic development, local government expenditure also increased steadily。 With the implementation of the tax system, as an independent economic entity, local government revenues also decreased, we have to rely on transfers from the central government, local government expenditure resulting gap is increasing。 Local government debt is mainly used to support the funds for local economic development, the development of rational scientific local government debt, in favor of local economic development and sustainable development finance, but also cause excessive borrowing of local government debt risk, so it has important practical implications for the assessment and monitoring of local government debt risk。

This article will discuss local government’s debt risks in two ways:theories and technologies。Jiang Su province will be an example case in depth discussion。The main relevant issues are focus on researches relating to debt’s reasons,debt’s range and debt risk。This article will constructing an evaluation index assessment for helping local government prepare an early warning before debt risk。
