However, with the advances in our society, new policies, regulations and laws are being formulated successively and various hot-spot issues keep popping up, which has at the same time brought more difficulties in translating。 The objective of translators is to propagandize China; yet there is no denying of the conflicts between Chinese  language culture and the English。 So what we should do is to conduct non-stop study of GWR itself and accumulate useful experience。 Only in this way can the translating process become more scientific。

In terms of GWR translating, a mere summary of the strategies it has adopted is far away from being enough。 Systematic and scientific translating ought to have a theoretical foundation。 As we all know, Nida’s functional equivalence theory has posed far-reaching effects in translation circle though some scholars hold negative attitudes toward it。 The opinion of mine is, since the communicative function of GWR translation makes a great difference, the application of functional equivalence theory is bound to hold water and will make considerable contributions to the GWR translating。 GWR in itself provides a good chance for us Chinese to have a better knowledge of China’s development and it is the same case with the GWR English translation。 GWR is translated into English to let English-speakers know more about China and its translation should be readers-oriented。 This is the importance and significance of translating GWR into English。 English culture is much different from Chinese, so in order to have English speakers understand better, it is necessary for us pay more attention to the target language readers, including their language, their culture, and even their thinking way。 Being translators, they know the most important thing is to help the target readers understand the GWR of China as well as Chinese people do with the help of translation。 This is why functional equivalence should be applied in translating GWR。 Therefore  this thesis is meant to analyze 2017 GWR English translation from the perspective of functional equivalence theory。 

2。Literature Review

In terms of genre, GWR belongs to political text about which a lot of scholars at home and abroad have studied。 Among their researches, some are based on some translation theory while others are the summaries or ideas concerning GWR translation strategies based on scholars own translating experience。文献综述

2。1 GWR translation at home 

Due to the political nature of GWR, its translating work is undertaken by the Translation Studio of the Ministry of Foreign Affairs。 Accordingly, translators working in this department are more experienced in GWR translating and their articles are of more importance to studying GWR Translation。

Cheng Zhenqiu, who has long been engaged in the translating work of political texts, has published several articles in this aspect。 In his article “Translation of Political Texts”, he puts forward that political translation should keep pace with times and importance should be attached to the key expressions。 Besides, according to his “Experience in Translating the Documents of the 12th National People’s Congress”, the importance of translating political expressions is restated。
